What is Windows PE?
Windows Preinstallation Environment (Windows PE) is a minimal, limited-services kernel-based operating system for Windows 10. Used to prepare a computer for Windows installation, copy images from a network file server disk, and begin installation Windows.
Windows PE is not intended to be the primary operating system of the computer, but to be used as a separate preinstallation environment as an integral part of other installation and recovery technologies.
This WinPE ADK for Windows 10 is available for download from Windows 10. It includes imagex.exe and Oscdimg.exe (OCDImg folder).
